Need advice on purchasing drums? Electric or Non electric?

Ok im new to the drumming world but want to learn the drums.
A basic set would be great to start with.
I have a garage i can put them in which is great but i have neighbours
who will absoloutely complain about the noise.
soundproofing your garage how much would it cost and did it work?

Which give a better rock n roll sound on the 2 drum kits?
Any makes you can suggest?
