is panic at the disco gonna have a meet n greet for summer sonic 2011?

my brother is going for the summer sonic festival 2011 in tokyo in
august and i can't because i'm having my exams then ):

so does anyone know if panic at the disco would have a meet n greet
then, so i can pass my brother my panic album to get them signed? or
any suggestions to have my album signed if there isn't a meet n greet?

i know that panic at the disco played for summer sonic back in 2008,
so pls let me know if they had a meet n greet in 2008 too.

lastly, would summer sonic be selling their merch there????
